Lead Business Analyst


ROLE TITLE: IS Lead Business Analyst

List of Duties

Under the direction of the iOTP Programme Manager and IS Senior Management Team, work closely with Directorate IT Client Managers and Client Teams to develop a sound knowledge of Directorate ICT business services, associated services and key service relationships and dependencies.
Provide direction, leadership and effective hands on management to the respective discipline Business Analysts.
Regularly check with the iOTP programme manager and members of the IS SMT that BA iOTP transition objectives and key deliverables are constantly being delivered, instigating communications and actions to maintain the same.
Design and produce bespoke low level tools and documentation templates for data capture, ensuring that this is in alignment with the IS Knowledge Tool Mega and that no incompatibilities exist.
Design and produce key transition work packages and product descriptions to key specifications which deliver the objectives and outputs required to produce Transition and Service Migration plans.
Set and measure tasks and objectives to ensure consistent delivery of work packages and ensure regular assurance assessments of quality and time scale.
Ensure that Business Analysts understand, capture and document Directorate business service detailed ICT tasks and requirements and data flows across affected business areas.
Work with IT Clients and Directorate business owners and delivery work streams to identify and capture ICT business services, tasks, key relationships, dependencies and all associated ICT business activities.
Ensure Business Analysts capture accurate service models including process, data and organisation according to product description specifications.
Ensure the population of the IS knowledge Base tool (Mega), capturing and developing Directorate ICT business service knowledge building a comprehensive accurate business ICT service model capable of fulfilling and transitioning a full migration of identified business ICT services and services tasks into the new IS target organisation and structure.
Pro-actively work with IS staff to identify service and information systems requirements to support business services transitioning and migration of services.
Ensure the development of processes in corroboration with IS functional area service leads, leading to documented processes being placed into the IS knowledge tool Mega.
Facilitate workshops, forums and similar platforms to identify and define “to be” processes.

Key Accountabilities

Responsible for: -
Day to day management of a team of Business analysts and ensuring they are effectively employed in delivery of iOTP objectives and work packages with support from the iOTP programme manager and key stake holders.
Collecting, understanding, and transmitting the business requirements for the project, and translating these into functional specifications and detailed transition and migration plans.
Ensure the analysis and document ICT business processes.
Ensure the creation of and documentation of workflows and results of business analysis and obtain sign-off from client on the specifications.
To facilitate as and when required scenario workshops as required supporting the capture of ICT business tasks and activities and translation into scalable transition and migration plans.
Weekly reports to be produced for the project manager showing progress against outstanding milestones, status, resource requirements, issues, risks and dependencies.
Pro-actively engage all iOTP key stake holders, working in corroboration with EA systems and information officers, to ensure a strategic and effective methodology of requirements capture.
Design, develop and produce an effective transition strategy for formulating into a transition plan and service/task migration plan, as a key set of deliverables.

Skills / Attributes Required

Demonstrable evidence of analysing and documenting complex ICT business processes.
Demonstrable experience writing requirements specifications for Information Systems.
A proven track record of being successful in being result driven.
End to end experience of the project lifecycle
Proven experience interacting directly with end users and senior management
Results orientated with good communication and interpersonal skills
Be able to demonstrate a sound knowledge of key tools/applications used in supporting service transitions and migrations similar in scale and complexity to iOTP.
Knowledge and experience of using Mega would be an advantage

Quality of information and data captured reflecting Business ICT activity
Data uploaded into Mega mirroring Business ICT service and service task activity
Business ICT Services and Business ICT Tasks Transition Migration Plan
IS and Business FTE Data Analysis and financial forecast output

Experience of Project management and programme delivery
